Default when using c/o care of what are the rule of use

This maybe a basic question.
How is Care Of used C/O ?

Joe Smith C/O Harry Smith.
1234 Home St.
Anywhere Az.

Is Joe the physical address and Harry is to recieve or is it the other way?

c/o (in care of) is used whenever the addressee is not the occupant of the
house or homeowner but a temporary resident. In the case of Joe Smith c/o
Harry Smith, Harry would be the homeowner or tenant known to the post office
as the occupant/resident of the property, while Joe would be a relative
visiting him.
