This particular swap indicates the difference between US and UK keyboard
layout. Whichever one you need, you've got the wrong one. Windows | Control
Panel | Regional Options | Input Locales.

Default when I type @ on my keyboard I get "

You are using US mapping with a UK keyboard or vice versa. Check at Windows
Regional Settings Languages Details
