Default Why does Alt-Shift-Up/Down create symbol?

When using Alt-Shift-Up/Down keys to move a paragraph up or down, the text is first moved to the new location but as soon as the keys are released the text is replaced with a symbol (a smiley when it's down, an arrow when it's up).

I can't figure out why it's doing this.
