Default 2007 - saving to lower version

I have changed the settings in my Word Options to always save down to Word
2003. When I open a document I created subsequently, it says it is .doc.
When I attach it in Outlook and go to send to another, it says .docx. The
other person cannot open it (they have a Mac). How do I get it to save to
the lower version?
