Have created a template for a letterhead, and want to lock the address text
at the end of the page, so that when the template is used as the basis for a
new document the address details stay at the end of page 1 and aren't forced
onto the pages following the letter's text.

And in case it isn't clear from that article, you need to put your address
text in the First Page Footer.
