Default automatic numbering

I'm typing a fairly lengthy document. This doc is broken into sections and
then sub sections. Each of these sub-sections I want the numbering to
restart, but yet have the same format. However what's happening is it will
NOT allow me to restart the numbering and I have tried changing the master
style, etc.

The formatting also changes the tab location, etc. making it a real mess.
Here's what I want it to look like:

Section 1
a
b
c
Section 1
a
b
c

What I keep getting is:
Section 1
a
b
c
Section 2
d
e
f
