Default Footnotes

I am having issues. I have a large document with footnotes. In managing
this document. the footnote area is so large and there is a ll this extra
space between the page text and the footnote. PLEASE HELP I am in Word 2003

In Normal view, choose View | Footnotes. In the Footnote pane, click on the
arrow beside the list box on the toolbar and choose Footnote Separator.
Check the formatting of the separator to see if it is causing the problem (a
lot of Space Before/After, huge line spacing, or some strange style applied
to it). If that is not the problem, check the formatting of the footnote
itself (make sure that it has not acquired a style other than Footnote
Text).
