Default Why won't my custom dictionary activate?

I've created a custom dictionary for a project that requires specific
language. I cut and pasted it from an original document (.doc), but got
notices that the format might not be compatible with text only document. So
I then saved it in a text only format and got the same message. All toggles
are checked, and when I test it, it doesn't pick up any of the spelling
mistakes. What do I need to do or redo?
