Default What's the cursor that looks like a compass?

Every so often my cursor changes to a symbol that has a round dot surrounded
by 4 pointers. It doesn't do quite what a normal cursor does and I don't see
how to get the normal one back. What is this other cursor for, and why do I
get it randomly?
