Default track changes in form

We have a form that is completed by one user and then reviewed by their
administrator. As a result, we'd like to be able to track the changes that
the administrator makes to the original responses. However, track changes is
disabled whenever I lock and protect a form for use. Is there a way to
activate track changes after a form is locked? If track changes cannot be
used, is there a way to allow users to change the font or color of responses
they write in a form text box?
