Default Suppressing toolbars

I am assisting a customer whom was recently upgraded to Word 2002. She seems
to find it anoying that when she opens a document with track changes that the
reviewing toolbar comes up. She finds it annoying that her mail merge toolbar
comes up with her mail merge template. Is there any way to suppress toolbars
from coming up when word is started?

Customize by right clicking on the toolbar and unchecking the toolbar she
doesn't want.

Well I know that, even if the toolbar is disabled Word will intuitivly open
it for you assuming you will be needing it. I know how to turn off a toolbar,
does anyone have suggestions for suppressing them or keeping them from auto
starting?
