Default Dynamic tables / columns

Is there some way to create a dynamic table or column?

I am creating a document "template". There is a static header and a text box
at the top that can expand dymanically. Next, I need a two column table where
a person can enter anywhere from 4-7 lines of non-wrapping text on the left
column, and 1-7 lines of wrapping text in the corresponding right column.
That's per entry. So there may be 1-20 possible entries, spanning several
pages.

After the dynamic table, I need typical free-form text editing.

The old fashion split into column idea won't work because the text wraps
from the bottom of the 1st column to the top of the second. I cant use a
static table because I have no idea how many entries will be needed each time
I use the template, and the free-form text must be immediately following the
last entry.

Example:

Smith, John Smith has just started his
employment
Born 12-25-50 with the company. His training
period
Address - 1234 Anywhere St. will span eight weeks, after which time
Somecity, NY, 12345 his progress will be re-evaluated. If
Smith advances as
expected, he will be
transfered to
transportation.

Whenever you tab out of the last row of a table, a new row is created.
Wouldn't that answer your needs?
