Default word template download problems

When attempting to download word templates from our intranet some users get
different results. Some users will have the file open as a .dot (read only)
as expected, others will have the template open as a .doc and will have
serious problems with sections, numbering, etc (all things that are prebuilt
into the template).

I've been able to find no information on what could be causing this issue,
any help would be GREATLY appreciated!!!

Default word template download problems

Templates should be saved in the user's template folder and then used by
selecting New from the File menu.
