I don't know what option you're talking about, here. But recently any number of
Add-in tools, both for Windows and for Word, have had the nasty effect of
disabling pasting from the clipboard. Try Word, and then Windows, in Safe Mode.
Once you've determined whether the problem is caused by something in Word, or in
Windows (depending under which Safe Mode it goes away) you can start narrowing
down what program is blocking it.

Thanks for the suggestion. When I rebooted the system, it went through a
repair process on the Personal Folders for my email as it was not shut down
properly and then the clipboard began working again.
