Default Template background - Not showing up when creating new docs

I am creating a template and have added a color background from:

Format-Background-Fill Effects

When I create new documents from the template the background is not showing
up.

Please advise.

Backgrounds are only for Web pages and are displayed only in Web Layout
view.

I believe this applies to Word 2003 and earlier as it shows up fine in 2007.
