Default footnote insert also puts 14 unwanted blank lines in middle of my.

Did you ever find out how to fix this problem?

This is what I ended up doing to fix this problem.

Highlight the paragraph that is being split between 2 pages, leaving so much
space between the text and footnote separator. Under format/paragraph/line
and page breaks there are 4 choices to check under pagination. Uncheck them
all.

No one single choice or combination of pagination choices fixed the problem
every time, but usually "Widow/Orphan Control" and "Keep with Next" were the
most helpful choices. When the pagination was such that most of the text
filled the space on the first of the pages, then I'd edit the document and
footnote text a bit to try and save a line.

It took awhile, but eventually I was able to eliminate the excess space
between the document text and footnote separator in almost every situation.
