Default Start Enforcing Protection

I like to use the Tools Protect Document option to prevent people from
turning off or accepting Track Changes. However, I have a document where the
YES, START ENFORCING PROTECTION button is grayed out, and I can't figure out
why. HELP !!

Have you already selected the appropriate type of protection?

Default Start Enforcing Protection

Yes, in this case I selected the ALLOW ONLY THIS TYPE OF EDITING IN THE
DOCUMENT checkbox, and then I selected Tracked Changes in the list box.

I remember seeing a situation like this once before in these newsgroups; a
quick Google search suggests that one possible cause is having ActiveX
controls (controls from the Controls Toolbox) in the document. Could that be
the problem in your case? I suspect that affects only forms, but it's the
only cause I can find for this problem.
