Default How do I underline a word without the line shifting in a form?

I created a form that contains underlining. This way it can be printed and
used when handwriting is needed or it can be used on the computer for typing
purposes. The problem is that the underlining is moving each time I type and
transforming the form. How can I make the line not move?
