Default Cannot Drag & Drop in Word 2007 on Vista Business 64 bit

I just noticed that I cannot drag & drop in word on my Vista 64 bit system.
I've tried using several different documents that I've created in the past
and I've even tried by creating a new document. I can cut & paste without
issue and the drag & drop works in my other office 2007 applications.

I forgot to mention I've checked the setting the options and it is turned on.
I tried testing with it off and of course it does not work when turned off,
turrning it back on still does not allow me to drag & drop.
