Default Call Shell to run a mailmerge from Access

When I use Call Shell ("C:\program files\Microsoft
Office\Office11\winword.exe" "f:\templates\RewardsLetter.dot")

to open Word with a mailmerge template, it actually opens the tempate itself
instead of creating a new .doc file to do the mailmerge to. Is there a way
around this?
