Default File Sharing Alerts

A co-worker of mine asked me this question, but I don't have an answer:

They want to know, when recently trying to get into a read-only Word 2003
document, why the pop-up didn't show up telling them who was locking the
file.

Apparently this has never been an issue. My co-worker asked me if there is
a setting or something for this.
