Default Spell check language keeps reverting to Welsh not UK English

I have repeatedly reset the default language to UK English, but it always
remains Welsh. Obvious deliberate errors are not picked up by spell checker.
I have been to Regional langauages in the control panel and actually removed
welsh as a language, but still cannot set my default in Word ot UK English.
I have Microsoft Office 2000 Professional installed on a Windows XP computer.

It sounds like you don't have rights to your normal.dot file.
