Default outline numbering won't work - please help

I am unable to get outline numbered headings to number consectively. I have
worked on the document many times in the past with no problems. This is what
I see:

1 (Heading1)
1.1 (Heading 2)
1.1 (next heading2)
1.1 (next heading 2)
2 (2nd heading1)
1.1 (heading2)
1.1 (next heading2)
etc.

This is a very large document, I have tried everything I know to fix, 2 days
now. What has gone wrong, I'm close to despair. Even re-installed Office XP.

Default

Set up your outline numbering as described at
http://www.shaunakelly.com/word/numb...Numbering.html, and it will
work correctly.
