This is the first time I encountered this .... I am trying to Protect my
Document so the was: Tools Protect Document, and the Protect Document Tool
window appeared on the right hand side of my screen (by the way I am using
Word 2003). For some reason, the formating/editing restrictions are hidden
and is not allowing me to check the selections to set my restrictions.

How am I going to unhide or activate the Protect Document tool?

The most common reason for the protection tools being inactive is that the
document has been linked to a mail merge data source.

It might also happen if the insertion point is in a "bad place".

Assuming you haven't been doing any mail merge stuff with the document, try
closing it and Word, then start them both up again. Any better?
