Default Protect Document

For some reason, there is a setting within my document that keeps changing so
that I can NOT protect the document. Normally I just click the padlock icon
to protect/unprotect but I've also gone through the tool menu and it won't
let me Protect the document. How do I correct this setting?

Default Protect Document

If it's in Design Mode, you have to turn that off.
