College students who have visual impairments often cannot discern the sroll
bar, thus making scrolling a time intensive and exasperating task. With the
need for all electronic media (including software, websites, etc.) a simple
thing as a color change
for the sroll bar to display more contrast should be a simple adjustment,
instead, from what I've read, you need to change scripts - not knowledge that
everyone possesses. So, how can one change the scroll bar color to introduce
better contrast
for those with low vision (I now include the baby boomers who are approaching
retirement age, who will inevitably, need visual accommodations.

You seem to be unaware of the accessability options, which inlcude, amongst
other options, high-contrast scrollbars. However your visually-impaired
students probably know about it already.
