Is there a way to Justify paragraphs except for the last line in each
paragraph?

Best way: Define a paragraph style that includes the Justified
paragraph alignment, and apply that style to whatever text should be
justified.

Quick'n'dirty way: With the paragraph(s) selected, press Ctrl+J. This
is equivalent to going to the Format Paragraph dialog and choosing
the Justified alignment.

Default can you Justify paragraph except for the last line?

That's what the Justify command (Ctrl+J) does. If the last line of a
"paragraph" is being justified, then it probably ends in a line break rather
than a paragraph break, as often happens with text pasted from the Web.
Display nonprinting characters to confirm this.
