Default macros in templates in Word 2003

We have a template that was created in Word 2000, when you launch the
template it would prompt you to select in a drop down of 2 options and
depending on the option you select it populated the template as a form. Then
in another field within that selection you click a couple options and it
finishes populating that form. Well on Word 2003 when you launch the
template and click the first selection it doesn't populate the form, then
when you go to the next drop down to complete populating the form we get an
error that reads ...

"Run-time error '6124': You are not allowed to edit this region because
document protection in effect." buttons are "End" or "Debug" or "Help"

Even with protection off still have this problem in Word 2003. Help?

If you click on Debug, what line of code is highlighted?

Thanks Doug for responding, here is a snipet of the code ...

If category = "STANDARD OPERATING PROCEDURE" Then
With ActiveDocument
..Bookmarks("prepared_by").Range.Text = "Prepared by:"

The line that is highlighted is the line above that starts with
".BOokmarks..."
