Default View comments in new doc form template Word 2007

hi,
I prepared a template with many instrucionts for filling it, detailed as
comments balloons.
(I preferred no to prepare it as a form, just because it has mainly free
text to fill. the instructions refer to the kind of content to include)
I would like comments balloons to be seen when a new document is created
from the template.
Though I save the template with the "Final Showing markup selected" , new
documents seem to ignore it . Maybe there is a special protection, or macro ,
in order to make sure the user sees the comments as soon as she creates a new
doc from template.
