Default how do i make bullets on the selected line

i am having difficulty creating bullets for the specified line??
when i choose to make a bullet for the specified line it bullets the whole
page???

To answer the question in the subject line: You can press CTRL+SHIFT+L
to apply bullet formatting to selected paragraphs.
