Default Modifying a TOC

How do I modify the TOC so I can put in recurring text for an entry? Example:
How can I put in the words "Policy Number" so it displays in each TOC line
with that style and shows up
Policy Number: GEN 01 .............................1.
Subject: Scope of Services......................1.
Review Date: 12/21/2005........................1.
Policy Number: GEN 02 .............................1.
Subject: Accreditation Policy....................1.
Review Date: 12/19/2005........................1.

GEN 01 has the style applied. I know I can put it in the table, but I have a
lot of documents and don't want to go back and change each field to include
"Policy Number:" before the number.

If each heading level has a specific prefix, then modify the TOC style at
that level to have that prefix (as part of the "numbering" of the style).
