How Do I set up watermark in either rows or columns of a table? Can you
please assist me?

There is no provision for doing so in Word - Watermarks are applied to
dos/pages. The closest you can come is to resize the graphic appropriately,
set its Text Wrapping to Behind Text & position it by dragging or using the
Format Picture dialog settings.

Unfortunately, the table & graphic cannot be Grouped, so retaining relative
position will be a PITA. I suggest you wait until all editing is complete
before trying to get this effect.
