Default HELP, New User here, Table lines wobble

I have form fields in a table
The auto resize is off in the Table and cell properties and the rows are an
exact
height.
I lock the form field but as I enter information in the form fields the
table lines wobble or jiggle up and down
Is this supposed to happen???

Not sure about the form connection but the only time (and not that often) I
see table lines "wobbling" when I am editing inside a table is if the White
space is NOT showing.
