Default Why can't I save basic 'templates' as permanent read-onlys?

I use what I call 'templates' for basic letters, pleadings, etc. I want to
set them up so that no one but me can make changes to the basic docs, but can
create new docs based on it. I tried saving the basic docs as 'read only' but
it disappears after a few days. Not even saving them as templates in the word
template folder works. I didn't have this problem with Word 2000--if I saved
the docs as read only, they stayed that way. I've tried saving them as read
only using both Word and Windows Explorer and neither lasts. Thanks.

When you save the documents as templates in the template folder, are you
saving them as .dot files? Are you then creating new documents based on them
by using the File New dialog?
