Default Vertical placement of a footnote

I want to decrease the space after my footnote, but I can't seem to make it
any lower even though there is plenty of white space after it.

Hi Scott

You can change the bottom margin using File Page Setup. All other things
being equal, the bottom-most footnote line will be just above the bottom
margin. To see what's going on, do Tools Options View and tick "Text
boundaries".
