If you just want something you can later type into, you could
a. use Tools|Letters and Mailings|Envelopes and Mailings (in Word 2003)
b. select the Labels tab
c. click Options to set up the paper size and label layout
d. leave the address empty
e. click New Document
f. save the new document (as a template, if appropriate)

Or did you have something else in mind?
