Default Word 2003 defaults to Welsh making spellcheck inoperable - stop?

In office tools the language is set to English (UK). In Office 2003 it shows
as Welsh, this can be changed to English but defaults back to Welsh at the
next start up. The word processor works OK despite this but the spell
checker does not.
