Default Compare documents using Track Changes Feature

When comparing documents in Word 2000 (and sometimes in 98) we are
experiencing problems. On occasion at some point in the document all text is
stricken as though it has been removed and then reinserted as if it is all
new text. Correcting the error sometimes takes hours of deleting text and
retyping or comparing the format of each paragraph in the new document to the
format of the paragraph in the original document. Steps taken a With new
document on the screen, turn on the track changes feature, Tools, Track
Changes, Compare Documents, and retrieve the original document that the new
document is to be compared to. Any suggestions? Thank you.
