How do you insert clip art as a background for a text document and make it
appear faded?

What you are describing is a watermark. If you have Word 2002 or 2003, use
Format | Background | Printed Watermark and insert your clip art there. For
previous versions, see €œHOW TO: Create a Watermark in Word 97 and in
Microsoft Word 2000€ at http://support.microsoft.com/?kbid=211324
