What font is used to creat a "section" mark in a legal document ?

Any font will do, since § is a standard member of the ASCII character set.
Hold down the Alt key while you type 0167 on the number pad (with NumLock
turned on), or use the Insert Symbol dialog with the font dropdown set to
"(normal text)".
