Yes, that's mandatory. You're subject to million dollar penalties from the

I think we need a bit more explanation of what you're trying to accomplish.
I can't imagine that anyone would ever literally type the words "Running Head" anywhere in any document. You can have what is called a "running head" by putting text in the page header. And you can suppress that header on the first page (your title page) by checking the "Different first page" box on the Layout tab of Page Setup. -- Suzanne S.
