Default Alignment mode?

Does anyone know why when the cursor is below the text at the end of a
document, it turns into an "I" bar and shows the little alignment icons as
you move it from left, to center, to right?

This has puzzled me for some time now.

Any insight/information would be gratefully appreciated.

ToolsOptionsEditEnable Click and Type is enabled. Uncheck it if the
puzzle becomes mindboggling..
