Ink annotations just inserts inking as if it is a drawing/graphic, thereby
screwing up the formatting. Can't seem to actually lock the format so that
the inking is overlaid. No problems in PPT. Ink comments work fine. But
annotations in Word are inserted, not overlaid.

Thoughts?

I'm assuming you're using a Tablet PC?

There are three toolbars for inking in Word on a Tablet PC, but they all
look very similar, so it's easy to confuse them.

The Ink Annotations toolbar has tools for making annotations that overlay
the existing text. You can turn this toolbar on and off with View
Toolbars. Or, you can annotate a document by doing Insert Ink Annotation.
When you're actually using one of these tools, Word adds a "Stop Inking"
button to the toolbar. You have to tap it to get out of 'annotating' mode.
An Annotation is probably what you need.

The Ink Drawing and Writing toolbar has tools for doing drawings by hand.
When you're actually using one of these tools, Word adds a "Stop Inking"

can turn this toolbar on and off with View Toolbars.

The Ink Comments toolbar appears if you do Insert Ink Comment. Assuming
that Tools Options Track Changes is set to show balloons, Word will then
give you a balloon into which you can ink your comment. Use the Eraser on
that toolbar to erase ink in your comment. However, in Portrait mode on my
Tablet, the comment balloon is off the screen, so I don't find this very
useful for creating or reading ink comments. If Tools Options Track
Changes is set so it does not show balloons for comments, then you can only
read ink comments by showing the Reviewing Pane, and do you do that on the
Reviewing Toolbar, by tapping the Reviewing Pane button.

However, just to confuse things, the main Insert Ink Annotations and
Insert Ink Comment buttons also appear on the Reviewing toolbar. But you
need the Ink Annotations toolbar to change the pen colour, width and so on.
