Unchecked means whatever was placed via:

FormatBackground

Will not print, when the document i printed correct?

Well, thats how the average user's intuition would logically assume.

So, then, why does the background still print?

Because that isn't what that option does. It's typical Microsoft geek speak.
"Background printing" here means that the program does all the work of
preparing the print job "in the background" while the rest of the program
continues to operate as usual. When the "Background printing" option is
turned off, the rest of the program stops responding while the print job is
prepared. This would usually be noticeable only with a very large document
on a relatively slow computer.

If you want to prevent a background image from printing, the proper box to
uncheck is Tools Options Print Background colors and images (in the
"Include with document" part of the dialog).
