Default date format in screentips?

When I start to type in the date (May 11) the screentip pops up, recently the
format of the date in the screentip has changed to May 11, 05. How do I
change it back to May 11, 2005?

What is the long date format set in Windows | Control Panel | Regional
Options?

The long date format is set at:
MMMM d, yyyy

When I hold the mouse over the clock, it gives the correct date format. It
also gives the correct format in the screentip when I'm typing in a header or
footer.
