Default White Space at top of page in print layout view

I have MS Office 2003. When I start a new document it places my cursor about
4" down. When I click to show the header, the header is shown as the entire
page.
I have the same problem on a 70 page document where some pages, have a 4"
white space at the top, and the header is shown on the entire page. This
shows up on the print layout view.

Make sure that the section vertical alignment is set to "Top" and not
"Center" (File Page Setup... Layout tab Vertical Alignment).
