Default International Keyboard

I have just upgraded from Windows 98 and Word 2000 th W XP and Word
2003. In my previous environment I was able to set up my keyboard was
an international keyboard.
I am having trouble do the same thing in this new environment.
I have done the following
Start Control Panel Regional & Language Options Languages
Details Installed services Keyboard Layout/ME US International
OK Apply OK Apply OK.

Yet my keyboard does not seem to have been changed when I am working in
MS Word.
Thaanks for any and all help
