You can create circled numbers this way:

1. Open the Drawing toolbar (View Toolbars Drawing). The tools mentioned
below are found in that toolbar.

2. Click the Oval tool. Press and hold the Shift key while you drag
diagonally to draw a perfect circle (the size depends on the distance you
drag).
Make sure the circle is selected (shows small handles) during the following
steps.

3. Select €śNo Fill€ť as the fill color (Fill Color tool, i.e. the paint pot).

4. Select the outline you want (Line Style tool, Line Color tool).

3. Right-click the circle and select Add Text, then type the number you
want. Align the text in the circle center.

Depending on how you want to use the numbers, you may want to change the
wrapping style (Format AutoShape Layout tab). On the Layout tab, select
the wrapping style you want. If you select "In line with text", the circle
will be placed in the text layer of the document. All other wrapping styles
will place the circle in the drawing layer where you can move it around as
you wish.

If you select "In line with text", you could select the circle and create an
AutoText. Then you can insert circled numbers simply by inserting the
AutoText.

You can also use the East Asian feature "Enclose Characters".

Start-Programs-Microsoft Office-Microsoft Office Tools-Microsoft Office
Language Settings.
In the Enabled Languages tab, scroll down the left list and find Chinese,
then Add it.
Exit the application
Boot Word
On the Format tab, under Asian Layout, you'll find Enclose Characters. This
will allow you to type any character and enclose it in one of the available
shapes.

If it doesn't come out looking quite right, use Alt+F9 to show Field Codes.
It's basically an overstrike equation, where the text overstrikes the circle.
Select the circle and make the font a larger size. Or select the text and
make sure that in Format Font-Character Spacing that the character is raised
by 3pt.
