Default protected text in templates

When I want to insert a template that has protected text in it, the
protection does not carry through to the new document that already has
protected text. I want to insert the new template as part of a new macro.
This is being done in MS Word 2003

Hi ?B?a293YWxzazc3MQ==?=,

protected text. I want to insert the new template as part of a new macro.

Forms protection is never maintained when inserting a protected document into
an unprotected one. This is just the way Word works.

And to be doing the insertion, you must be in a part of the new document
that is not protected.
