Default Adding Auto Text Feature

I have a user who wants to add auto text but the "Add" option is grayed out,
how do I add this component to Word?

The component is built, in. Is there text selected when your user attempts
this?
For long-term stability your user may want to put the AutoText into a
separate global template rather than in normal.dot. See
http://addbalance.com/word/movetotemplate.htm for step-by-step instructions
on moving / sharing / copying / backing-up customizations including
AutoText, AutoCorrect, keyboard assignments, toolbars, macros, etc.
